WHEREAS Article 18 of the Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China provides that the national laws listed in Annex III to the Basic Law shall be applied locally by way of promulgation or legislation by the Region and that the Standing Committee of the National People’s Congress may add to or delete from the list of laws in Annex III after consulting its Committee for the Basic Law of the Hong Kong Special Administrative Region and the government of the Region.
When "One Country, Two Systems" faces the crisis of being derailed by "black violence" and "mutual destruction", Hongkongers wish for stability and the establishment of legal and enforcement mechanisms to safeguard national security in the Hong Kong Special Administrative Region, providing a powerful force to embody the will of the people and for Hong Kong's future development.
Any references to "Courts of the Macau Judicial District", "Court of Common Jurisdiction", "Administrative Court", "High Court" and "Prosecutor's Office" shall be a reference to the Courts of the Macau Special Administrative Region, Basic Judicial Court, Administrative Court, Court of Second Instance and the Public Ministry
