The same applies to the relationship among different army units, different localities and different departments. We must oppose the tendency towards selfish departmentalism by which the interests of one's own unit are looked after to the exclusion of those of others.
To this end we should consider not just one side but all three, the state, the collective and the individual, or, as we used to say, "take into consideration both the army and the people" and "take into consideration both the public and the private interest".
